A war is a state of armed conflict between different nations or states or different groups within a nation or state. From this definition we can conclude that a war is a time of disagreement and chaos. If there is chaos or disagreement between two people or groups then how can there be peace? Usually when there is a war, it is because of a disagreement between two groups. And generally when there is disagreement, there is no peace between the two groups.

This logic is reflected in the quote above. O’Brien is trying to show that because this is a war then there shouldn't be peace at all. In situations like these it is silly to find peace while others are fighting for their lives. The peace doesn't feel right because it evokes such a good feeling during a time of pain and agony. He wants to hurt it because it does not belong in such a place, where there is a war happening, the opposite, or antonym of peace.
